[Excerpts] Domestic violence allegations in Orland against a Butte County sheriff's deputy remain under police investigation, but it is not clear if the case will be prosecuted. Harold R. Horner, 37, was arrested July 12 outside of Orland at gunpoint after he reportedly tried to flea from Orland police... The District Attorney's office asked for "additional investigation" and "follow-up" on several key witness statements, Chief Paula Carr said Tuesday. Carr said given staffing levels, the ever darkening fiscal situation and trouble getting witness statements, it is not unusual for a domestic violence investigation to take several months... Carr said police would send the case back to the District Attorney's Office as soon as they finish collecting the additional information requested by prosecutors... [Full article here]

BUTTE DEPUTY ARRESTED FOR DOMESTIC VIOLENCE

[Excerpts] A Butte County sheriff’s deputy was arrested over the weekend by Orland police on two felonies, including a domestic violence complaint, authorities said. Harold R. Horner, 37, of Orland, has been placed on paid administrative leave “pending a (confidential) personnel matter,” Lt. John Kuhn of the Butte County Sheriff’s Office confirmed... Glenn County sheriff’s Deputy Jon Owens, responding to assist, spotted a suspicious vehicle heading east on Highway 32. The driver reportedly turned off his headlights, but Owens was able to stop the vehicle. Owen detained the driver, later identified as Horner, at gunpoint until Orland police took him into custody. Horner was booked on suspicion of inflicting corporal injury on a spouse and making criminal threats, as well as two misdemeanors, driving under the influence of alcohol and driving under the influence of alcohol with a blood-alcohol level of .10 or greater. Horner posted a $177,000 bail bond and was released, according to the Sheriff’s Office... [Full article here]
